<p>This release contains two fixes which will improve the user experience when <code>publish_results</code> is <code>true</code></p>

<li>Runs that fail our <a href="https://github.com/ossf/scorecard-action/blob/08b4669551908b1024bb425080c797723083c031/README.md#workflow-restrictions">workflow restrictions</a> will fail with a 400 response indicating the problem, instead of a vague 500 status.
